Solar ATAP (Accelerated Transition Action Programme) is the scheme Malaysian homeowners use to go solar — fitting rooftop panels to cut their electricity bills. It replaced the Net Energy Metering (NEM) scheme on 1 January 2026 and is administered by SEDA Malaysia. Installing under Solar ATAP is also what makes you eligible for the SuRIA Home rebate.
What is Solar ATAP?
Solar ATAP is the framework that lets domestic and commercial users go solar — installing rooftop panels and connecting to the grid through TNB. When your panels generate more electricity than you use, the surplus is exported to the grid and you earn credit for it. The result: a lower monthly bill, plus a contribution to Malaysia's target of 70% renewable energy capacity by 2050. The scheme runs through SEDA Malaysia's online eATAP system, with TNB handling grid connection.
How Solar ATAP replaced NEM
The previous scheme, Net Energy Metering (NEM), closed to new applications in 2025. Solar ATAP took over from 1 January 2026. The key difference for anyone going solar today is how your exported energy is valued:

What is the SMP export rate?
Under Solar ATAP, the energy you export is credited at the System Marginal Price (SMP) — a market-based rate that changes over time, rather than the fixed one-to-one offset NEM offered. In practice, the biggest savings come from using the solar power you generate directly during the day, with exports adding credit on top. A well-sized system makes the most of this.
How going solar unlocks the SuRIA Home rebate
The SuRIA Home rebate is built on top of Solar ATAP. To earn the RM3,000 rebate, your system must be commissioned under Solar ATAP with TNB by 31 December 2026. So Solar ATAP is the scheme you go solar under, and SuRIA Home is the cash rebate you receive for doing so — a welcome bonus on top of years of lower bills.
